Compressing photos for emailing

Problem emailing photos

On all XP machines except my own, photos can be compressed before emailing them as an attachment.
The problem on my computer occurs when I click the photo in My Pictures then click 'Email this File'.
The problem also occurs if I right click the photo and use the 'Send To' command.
The usual dialog box for selecting picture size does not appear on my computer.
Instead the photo is sent straight to Outlook Express and the reduction in size is minimal.
How can I persuade my computer to show the dialog box for choosing the amount of compression.

Many thanks, you chaps always solve my problems so quickly. It turned out that installing a Serif Photo program caused the problem. It changed all the file associations for photos. Your solutions helped me to understand and solve the problem.
