anyone know software can compare 2 video file quality ?
mean i open the program .. add 2 video file .. play to specific time to compare the quality

Quality is a subjective you mean visual quality? Comparison with the original video before compression?

Well higher bitrate will always be better, but your choice of codec and the resulting size of the file may be restricted/decided by what your video files are intended for. There are plenty of sites with recommendations for bit rate settings etc; here's one for eg click here

I can see what you mean now...very hard for a computer program to judge though surely - how many aspects are involved? Colour reproduction, detail, capturing quick movement? just 3 off the top of my head. Your own eyes are the best judge of most aspects. You might want to try a trial of DivX, high quality encoding and the codec is widely available; click here
