Command line options

I'd like to run a programme that has command line options (/f=filename is the option I want to use). In Windows 3.1 days, I can vaguely remember making a shortcut, and adding the options in the properties somewhere.

Can I do this in Windows98/ME/XP? I've right clicked the shortcut and selected properties, but can't find anywhere to put the options.

OK, I tried it and it works fine with Explorer, but when I try it with Terraterm (a terminal emulation programme) Windows objects as soon as I press the "Apply" button in the shortcut properties window.
