COMMAND INTERPRETER

Occasionally, when ever my machine calls for a system disk fix, when the system disk has run
instead of getting an 'A' prompt I get
'type command line interpreter'(e.g. windows\command.com)

Why does it ask that ?
What command is it asking for and to do what?

The command interpreter is command.com

In windows it is called the DOS Prompt.

It is one of the system files on a boot disk and appears to be missing from yours.
