He wants to be able to play Windows media files, but he needs a neat little app that does the job. Can anyone help?

Locally stored files should play in Chromecast

Just tap on the "Cast" browser extension button to send it to the Chromecast.

"We're actively working to add more supported file types to Chrome OS. However, right now, we tried to make it a little bit easier to play those that aren't supported--- when you download a wmv file to your Chromebook, when you click on it in the downloads tray, it should automatically pop open a Picasa window, prompting you to upload the file to your Picasa Web album (taking away one of the extra steps that was frustrating-- having to navigate to the site, click open the page, find the upload prompt, etc.). This will allow you to upload and will convert and start playing!"
