Clock speed for AMD mobile Sempron 2800

I am looking at a friend's laptop which is built around a Sempron (mobile) 2800 cpu. Although the machine seems to do most tasks at a reasonable speed, according to Everest and Control panel>System Information, the CPU is only running at 798MHz. This is slower than I had expected for this CPU. Trouble is, the BIOS doesn't seem to provide for any adjustment of multipliers etc.
Could I please have your comments?

The speed is adjusted on the fly according to what the computer is doing; reduces heat and battery drain.
