Changing keyboard settings

Does anyone know if there is a way to customise keyboard settings?

Lately I've found myself writing in Swedish a lot so it would be good to have a easy way of getting to ö and the like. Much as with some French characters due to alt gr and various letters (á, ó and é are all that spring to mind).

However getting a Swedish keyboard or just changing the settings to a blank Swedish setup is not a good solution.
What I want to do is edit the settings myself so if say I press alt gr + p (o being taken with ó) I get ö.
Possible? I'm using windows xp.

I think Alt+0246 on number pad on the right does what you want (make sure Num Lock is on). Other options here

I've no number pad (laptop) which makes things hard there. But anyway, alt codes are a nasty long way of doing it, not at all fast for quick writing.
That first link is only the way to switch to a Swedish keyboard.

So is there no way to edit my settings?
