Changing executables.

I'm kinda confused by something thats happening with my PC at the moment - I'm running Win XP Pro (Legal OEM Copy - with licence) fully updated and on a decent spec PC built around a XP2500+ with 1GB RAM - I think my executable files are being somehow changed regularly - previously authorised files are having to re-request internet access rights, and NERO keeps informing me that the executable has been changed, and requiring a reinstall. I'm as sure as I can be that I'm Virus and Trojan Free - Norton AV2003 (again, fully updated) reports all clean, as do both symantecs and trendmicros online scanners.....
Im on the verge of an XP reinstall, but really dont want to have to do it as it takes a LONG time to put things back the way I like em once I'm done....

Any ideas?
