Change Internet Explorer colour

I have just purchased a new laptop with Windows 7 installed. When I open IE8 the toolbar is a horrible blue colour and I can't see any way of changing it. I'm not talking about the bar at the very top where the website address goes I can change that, I'm talking about below that.

Right click on Desktop> Personalise> at the bottom choose Windows Colour ,and choose the colour you want, you can also vary the depth of colour.

I can see how you change fonts and background etc but still not the colour of the bar. Maybe you can't do this with Windows 7. In Windows XP you could.
