CD-RW Errors

I have a Windows 98 PC and a Liteon CD burner. Every time I try to format my CD-RW disc so that it is like a big floppy disc, it throws up errors. Sometimes it works and sometimes it doesn't. I use Nero InCD (part of Nero Burning ROM) for the formatting. At the bottom right-hand side of the screen-ie the system tray I see the red arrow facing down. This is InCD inactive. When I insert my CD-RW disc the arrow sometimes goes green meaning I can write to the disc but other times it reports that the disc is full despite the fact I have only 200MB of data out of 650MB. It also reports that it has a Terabyte capacity on the disk, which can't be right. Any solution would be much appreciated.

Have you tried a different make of disk?
