CD drive not accessible

The CD drive does not recognise that a disc is inserted. In My Computer, clicking on the CD drive produces the message 'is not accessible' Request could not be performed because of an I/O error. In Device Manager the drive is reported as working properly. OS is XP Home SP2. System restore does not cure the problem.
Can anyone tell me what needs to be done to find / cure the problem please ?

1. clean CD and drive with lens cleaner
2. uninstall and reinstall drives
3. uninstall reinstall IDE channel drives are on (secondary)
4. try another IDE cable
