Before installing the newer version , reload the old one and then try uninstalling again , it sounds like the install log is either missing or corrupted , re-installing the older version should cure this .
You have to remove the installation in Program Files, then search the registry for "norton" and then "symantec" and delete the entries.I know this works, cause I have just done it. No nasties on boot up. David
