can't get out of safe mode - win98se

My pc crashed and to get it back I re-installed windows over windows, this got me back safe mode but no matter what I do I cant get it to go beyond
" error, an i/o subsytem driver failed to load etc" Did a log boot up and found that the EMM manager failed to load and this in turn prevented the creative sb16 emulation driver loading. I found the file EMM386 so that is there. I then re-named IOSUBSYS to iosubold and re-installed win98se but once complete the same error has appeared. I dont want to do a complete re-install so is there any other way round this problemn.

While in Safe Mode, go to Start/ Run/ type SFC in the box and click OK.
This will check your System Files.
You will need your system CD if any files are corrupt and need replacing.
You could also right click MY COMPUTER on the desk top/ left click Properties/ Device Manager and see if there are any yellow exclamation marks.
A yellow mark means you have a problem with the item.
See how you go with the above.
