cant format hard drive

in trying to format my hard drive i am getting a message cannot format this drive quit any disc utilities or other prog using this drive and make sure no window is displaying the content of this drive.and none appear to be what am i doing wrong

What OS are you using?

Is the HDD you are trying to format your boot drive?

operating windows is the only drive on my pc which is a dell dimension 4700

You are trying to format your boot drive whilst using the information on it to run your PC. The OS wont allow this as it is a form of self destruction.

Why do you want to format the drive?

having big problems with xp cant run the xp disc as it is saying i have a more upto date version on my pc as in the disc has service pack 1 and my pc is running service pack 2

What sort of `problems`? Be a bit more specific.

Have you tried any other scans?

Are you likely to have malware?

Is CHKDSK trying to run?

Have you tried to repair XP?

Have you tried System Restore?

Have you tried sfc /scannow?

main problem is not recognising video card and cant go into standby on shutdown cant restore as it wont says no restore points.basically nothing seems to work .not got sp2 on cd
