Cant find DOS option

Sorry this is continuation of another problem.
I am trying to get my HDD formatted so that I can load XP, at the moment I am using ME.
I was given the advice to press F8 before the windows logo appears and it should bring up the option to start in DOS mode however, it doesn't.
When I press F8 it gives me the following options

1 normal start up
2 bootlog txt
3 safe mode
4 step by step confirmation

What am I doing wrong does anyone know?

it will provide an option for you to format

alternatively, get a win98 startup floppy disk to boot up and use format and fdisk from there, you can get bootdisk images click here

Start, Turn Off, Restart in MS-DOS (I think, long time since I had ME).

does that mean i can't format the drive. cos when i try to load XP or a clean ME install I keep getting a message saying that C; drive is corrupt and can't be repaired. It's not an old drive only been in comp about 6 months.
