Can't boot from CDROM

I have reformatted my old (200MMX) HP Pavilion and it will not allow me to re-install Win2k from the CD, I get a code 4 fault. Tried different CD drives and HDs. Yes, it's slow but it worked fine up till now. Any ideas other than not buying big company PCs?

Check the boot options in the bios.

The BIOS is set to boot from the CD. There does not seem much else I can set.

This may sound silly but is the Win2k cd bootable??

Not silly at all! I have even reloaded the mirror disk which should have sorted out any motherboard wrinkles and then used the Win2k CD to replace the Win95. Everything is fine until I need to access the CD. I have used the CD before but this is the first time that I have formatted the drive.
By the way, when I look in the BIOS, the CD Characteristics are all zero.
