can't access functions in control panel

I am getting a message "error loading C:\WINDOWS\system32\shell32.dll Access is denied.
I put a fresh copy of windows on 2 or 3 days ago and I thought everything was clean. Any ideas what could be causing this to happen?

yes it was Comodo. I disabled the Comodo Defense Security Level and I can access control panel functions again. Thank you
