Cannot remove "This Page Cannot be Displayed"

Operation Platform: Windows XP. Internet Explorer 6.0. 128bt. Dial-up internet connection. Adobe Reader 6.00 and Javascript 2 v1.4.2. installed.

6 weeks ago my MSN Messenger Hotmail A/C decided not to recognise my signin ID. At the same time, I could not login to my ISP's 'Restricted Billing Area' nor other personal services, eg, Upgrade/Downgrade, Webspace/extra e-mail addresses etc, at all.

I clean the temp files, history and cookies daily.
My ISP Technical Department have tried to help, but their advices have not yet resolved the problem. I have checked the relevant 'Internet Options' list and 'Advanced' tab functions - SSL 2.0 and 3.0 and TSL 1.0 etc. The default settings are fine.

The problem is: 'the page cannot be displayed' -'cannot find server' message won't go away.

start/programs/administrative tools/services scroll down to dns client right click it and select refresh/start re boot and try.
