Cannot enter an IP address

I am able to connect to my network only via netbui. My machine will now not let me enter
a static ip address. I have been told that I need to re-format as there is a problem with my network setup.I am running Win98SE and have tried to re-load windows over the top of my old installation but this has not solved the problem.Is there any way of re-loading the win98 network without a re-format.

I have tried everything I know including re-installing the network card drivers and running sfc.I need to enter a static address in order to get email and access to the net.
