You can use one of the CD burning programmes. I am not familiar with VCDEASY. I use NERO, but suspect most will be very similar.
If you use Nero it should take your AVI or mpeg1 file and convert it correctly to VCD. You use the wizard for VCD which will write the correct support files to the CD. Be aware that it is time consuming.
Check here to ensure that your DVD standalone is compatible with CDRs.
