Can smartphones be programmed to receive specific radio signals?

I am working on an invention that has miniature radio transmitters. I was wondering if a smart phone could be programmed to receive a specific signal from these mini transmitters? The transmissions would be .5 mW - 1.5 mW

No, the GSM the phone is designed to work within are -

2G(en) 900 (33.4cm) and 1800 MHz (0.167m)

3G(en)2200 MHz.(2.2 GHz)

Most phone antenna are 1/4 of a wavelength long.
