Can I access files on Host PC when it is off?

I have wired desktop XP(No wireless adapter)

Also have Laptop VISTA (with wireless adapter).
I'm with Virgin Media

I got a router and was told I needed another wireless adapter for my desktop. (is that correct?).

Anyway after much toiling I managed to get my wireless connection router to desktop and Modem(with and without desktop adapter).

I also managed to share files across both PC's.

Now to my question.

Can I access shared folders/files when 1 of my pc's is turned off. My host PC is my wired desktop.

A total newbie at this and surprised myself I got this far in a couple of hours.

You can wire the desktop to the router with a Cat5 so you don't need a wireless device. You can't share files and folders to anything if is is turned off.
