Building a media centre PC

hi everyone, I'm not a compete beginner but I couldnt find a better section to put this thread in...

I am attempting to build myself a small media centre pc that would be able to act as a PVR for DVB-S2 satallite transmissions. Preferably It would have a blueray drive and an HDMI socket on the back... I would like it running vista home premium / ultimate as I love the vista media centre interface.

My question is what is the best setup to go with? Below is my initial vague specs that I would like to achieve, please bear in mind that I have a budget, £400 maximum but would like it as cheap as possible, think £300 might be do-able!

Initial Specs:

Case: max size h10cm x w15cm x d20cm

Motherboard: Intel DG45FC (has CIR & HDMI)
Intel Atom - D945GCLF2

CPU if use DG45FC: Intel E8400 Wolfdale

RAM: min 2GB
HDD: min 100 GB
Network Interface: gigabit lan ~& wifi if poss
Optical Media: DVD/RW or blueray...

TV PCi card: WinTV-HVR-4000
or other DVB-S2 card

OEM: Vista Ultimate / Vista Home Premium (to use Media Centre)

The main features I would like to achieve are:

Low Energy Consumption
PVR for HD TV (freesat)
very small
silent if poss (at least very quiet)
