FRIEND HAS JUSY INSTALLED BT BROADBAND BUT CAN NOT GET ON DUE TO BT TELLING HIM THAT HE HAS PROBLEM WITH DAX ON THE LINE --- ANY IDEAS

May not be a commandment,but is certainly commonly accepted practice.

Whilst the comments above about using upper case are correct, it does not help with the problem.

Your friend should contact BT and request the Dax, (or DACS) be removed. This can be certainly be done providing there is available capacity at the exchange and on local lines.

Your friend has just installed BT Broadband? Or has he requested it?

If his line is indeed via DACS, it will need to be removed. If there are no spares in the DP or cabinet, BT may try to DACS another customer, but they are not obliged to.
