Try setting it to no3, so it gives the system time to look for it. eg.

floppy drive first boot

cdrom second boot

boot from usb third device.

boot from usb third boot.

boot from ide-0 fourth boot.

I have tried mirror imaging my C drive but that didn't work either.

So where did you spring from?????

Windows is designed not to run from an external drive.

I have found a way around it. first you have to export the boot.ini file to the usb hdd, then edit the boot.ini file to.
[boot loader]
timeout=15
default=multi(0)disk(0)rdisk(1)partition(1)\WINDOWS
[operating systems]
multi(0)disk(0)rdisk(1)partition(1)\WINDOWS="Microsoft Windows XP Home Edition" /fastdetect /NoExecute=OptOut

it is normally rdisk(0),but as you can see rdisk has been changed to (1),timeout you can leave at=30
I found that this works

Do not edit the boot.ini file on the C Drive. only edit the exported boot.ini file on the usb hdd to.
boot.ini file to.
[boot loader]
timeout=30
default=multi(0)disk(0)rdisk(1)partition(1)\WINDOWS
[operating systems]
multi(0)disk(0)rdisk(1)partition(1)\WINDOWS="Microsoft Windows XP Home Edition" /fastdetect /NoExecute=OptOut
