Is the operating system Vista or XP?

get him to load windows safe mode, by pressing F8 as it boots. When it gets to desktop, see if the programs load normally or still slowly.

First thing to do is try the Dell repair on the restore/recovery partition.

Tapping F10 or F11 on startup will provide 3 options, select repair without data loss.

Though do check to see if the installed Antivirus and anti spyware programs are upto date and have been run.

Also using Ccleaner can help click here

This maybe something like a driver issue/Virus etc...lets try and rule these out before blaming hardware.

Does the freezing happen in safemode, tapping F8 on startup will get you to safemode.

Using the F keys for any of these functions requires you to be precise at the post screen and normally a blue bar loading at the bottom of the screen...make sure you tap the F key before this bar loads...or you will just boot into windows and need to start over again.

If the freezing happens in safemode, its a likely a hardware fault.

As noted by paul€,if Vista.....you should have a restore/repair option via safemode F8
