Boot Problem

Hi I have a problem starting my computer after shutting it down. For some reason, everytime i shut my computer down, it just shuts down windows but not the cpu. All the fans are working even the power supply. Everytime I try to turn off and turn my power supply back on, the cpu starts but without starting windows.. I can't even see anything on the screen..

I've had this computer for like maybe 2 years now.

Enter the BIOS set the power management to be managed by the operating system.

How many attempts before the pc boots? I've seen this scenario with both failing motherboards and PSU’s, but do as Fruit Bat say's first.
Does this happen every time you shut down?
Also if you're mother boards is an Intel board, check that the 4pin 12V supply is properly in its socket and hasn't worked loose.
