Bluetooth fails to connect in Windows 7

We have two identical HP laptops running Windows 7 and we have the same problem with each. Although we can pair our tablets to the laptop, when we try to use the Bluetooth file transfer in W7, it fails to find the associated tablet when placed adjacent to the laptop. What, if anything, have I missed out, please?

In my experience blue tooth transfer to tablets or smartphones is hit and miss and mostly miss. I much prefer USB. Make of tablet(s) and its OS?

I doubt that you have missed much.
