How do I connect my mobile phone that is Bluetooth enabled to connect to my new Laptop. I don't know if I have Bluetooth on the new Laptop and I am running Windows 7 on it.

If it is not installed how do I connect the two to each other, so i can download my photos from the phone to the laptop?

Install the phone software that came with it,then plug the cable in from phone to computer.

Sorry don't have any phone software or cable. I thought you could just link the two wirelessly.

Your laptop may have Bluetooth- what model is it?
If it doesn't have Bluetooth you can get a dongle to provide a connection.

I have a Dell Studio 1558, but cannot find any reference to bluetooth in the device manager.

So it looks like a dongle connection

If you have Blutooth it will show in
the Bluetooth Devices dialog box on the Options tab.
It seems that Bluetooth is an optional extra on this model so a dongle may be the answer.
