big problem

well ,hi all!
i registered this forum cuz something weird is goin' on my system
the story :

i had a pc that wasa consisted from :
CPU : P4 3.2 LGA 775
M/B : msi 925X# Neo platinum
RAM : 1gb RAM (@533Mhz)
PSU : noname 525 Watts
VGA : ATI radeon x700pro i experienced some problems in fps with some games and decided to change the vga and buy a new one!
this was the : Sapphire ATI x1950pro (512gddr3)
but continued to face the same problems (low fps)
so i checked the system requirements off the card and realised that my psu didn't give enough power on 12V line to supply the card (gave 24A and vga needed 30A )

and bought a new one : Tagan TG600 U-25 Dual Engine

but i STILL face the i have spent 260 euros and didn't get any results!!!what should i do?

PS1. the psu has four 12v linesthat makes 20A each and 56A combined.
i just see two connectors for pci-e though and don't know what to do to "combine" them and get above 30A you understood i'm newbie in these so i need help
