How do I make the icons smaller?

I have resolution set to the max for my screen at 1680 x 1050

If you mean Desktop Icon size.

Right click desktop, choose "Personalize".

Click "Windows Color and appearance"

Click "Open classic appearance properties"

Click the Advanced Button.

Drop the combo to say "Icon"

Change the size to whatever suits you.

For Vista Basic Home.
Right-click on the Desktop, View, then choose between Large, Medium and Classic Icons.
