Bandwidth limit exceeded

This error message appears when I try to access a forum I visit regularly.

"The server is temporarily unable to service your request due to the site owner reaching his/her bandwidth limit. Please try again later"

What does it mean ?

It means you'll have to wait until [probably] tomorrow until you can view the forum.

The host has a limit of the max data transfer and it has been exceeed as the forum is popular?

Probably a free host with a limit, when the limit has been reached the forum is no longer available.
