Application Event Viewer - error message

In the event viewer for applications I get a repeated error message relating to 'USERENV'as follows:
'Windows cannot unload your registry file. If you have a roaming profile, your settings are not replicated. Contact your administrator.

DETAIL - Access is denied. , Build number ((2195)). '
I have researched this and discovered that it was covered by a Microsoft bug fix back in service pack 2
I have recently applied service pack 3 after a PC upgrade but this problem remains.
Anyone else had it and got a resolution. Is it likely to cause a system freeze as I have been experiencing random ones. (Everything freezes except pointer - then after three mouse clicks that will stop responding too with a audible 'BLIP' like post bootup. Atbthat point a reset is the only escape root)
Any Thoughts ?
