Apostrophe/quote marks replaced by symbols

I quite often receive e-mails and other documents in which the quote mark or apostrophe is replaced by strange symbols or text. Examples: Â (frequently) or ' or other little logos.
Any advice please?

that is not on your system - so windows tries to match up with a font on your system

If you go in to View/Encoding and make some changes in there you will probably find the answer. Mine is set to Western Europe (ISO) but Unicode (UTF-8) also works OK. (I'm assuming you are using OE!)
