Am unable to use copy and paste

Suddenly I am unable to copy and paste anything at all.

Are you using keyboard Control + C /Control + V, or mouse-to-menu commands? In what program or programs does this happen, or is it in all apps?

Its in all programs then after I shut down two or three times it comes back to nornal a few days later same old

Weird, but no harm in running CCleaner click here like a 'dose of salts' to clean out some faulty code.

Then it might be worth thinking about what you were last doing when the fault recurred.

By shutting down my pc it clears the clip board which I suspect is full.
Thus copy paste returns.
I run three cleaners does not help

Try Start/Run and Type sfc /scannow then hit enter
watch the space between sfc and / you will need your XP CD, put it in when asked.
This is a system file restoration and will replace any corrupt or missing files. It will not affect any of your settings or documents.
