Allow others to control connection?

Hi
I have two computers both running XP Home with service pack 2. They are networked together using a network cable and share my broadband connection using ICS. My modem is a USB broadband modem . Both my Local area connection and internet connection work perfectly for both computers. I would like to let my client computer enable and disable the internet connection but when I enable this option in the advanced internet properties of my broadband connection I am only able to disconnect from the client and not connect. When I try to connect from the client I receive the message 'connection failed'. I run zonealarm Pro on the computer with the internet connection and norton antvirus on both . Even without a firewall activated on either I get the same result. Is there a setting I need to enable on the client to allow it to control the internet access on the network. Hope I have made myself clear here.
