Allocating bandwidth to PC's on Network

Hi,

I have 3 PC's on my network atm, this computer is connected to 576k ADSL. Unfortunately, my sister has recently bought a webcam and her excessive use of it is sucking all the bandwidth off the connection which I want for downloading/voice chat programs/online gaming. The connection is currently being shared thru WinXP ICS.

Is there a way to limit the amount of bandwidth available to this computer on the network so that she cud have for example, 1/5th of the available speed so that I don't suffer from lag/latency issues when I use the internet on my machine.
