administrator problem

My friend has a Advent computer running xp home.
When he tries to delete a file from a dvd-rw it will not allow him to do it as it needs administrator rights.
There is only one user created on his system with full privilages.

Any suggestions

try starting in safe mode and then administrator

That might be a little bit complicated for him.
I thought as there is only one primary user that that would have administrator rights. He did create the files.
Am I confused?

You cannot normally delete files on a DVD-rw (or CD-rw) disk, unless it was 'formatted' prior to use by InCD or DirectCD, OR, burnt as a multi-session disk, right? G

Is the administrator account set up when the manufacturer installs xp home.
If so does it require a password.
On my system (xp home) I can do any house work required and never had an administrator problem.
He seems to get the problem on some tasks that I can complete on mine.
Forgive me if I may seem a little bemused.
