account policy setup and change user authoritys

I need some help with group user policys

i got 100 pcs on a network setup via a domain server windows 2003 server edition, and i want to set up user accounts with limited options when they log on to the clients machines via windows xp pro, but the administrators still have full control. my question is do i have to set this up on the server or on the each machine.

oh right so once i done that via the server the policys will be applyed to all users who log on the domain? , i can disable most functions for the group users like right click disable and disable update options etc.

Yes tnt115, this can all be undertaken in the Group Policy.
