accessing control pannel in windows2000

how DO I , to change keyboard settings; have looked through all start up menues etc and cannot find how to get into it.....lert alone find it...

To access Control Panel click Start at the bottom left of your screen and then go up to Settings and then click Control Panel.

all the start menue gives me is task bar and start menue, thats all....is there any other way I can FIND it??????where in can I look???

end - if it is not there, then you are a limited user and the administrator has prevented access to it for you.

Ask the sytem administrator to sort out the keyboard problem; it can be done from any remote machine where someone has logged on as an administrator.
