802.11g WiFi standard

In my locality soon there is a WiFi network setting up using the 802.11g WiFi standard, it will be charged on the amount of data transferred. e.g. Light user (54 Mbps max link rate) 16,000 mbits £18 a month. Seems pretty good. The question i have is this. If say you have a hundred users on at any time does the bit rate remain constant or does it degrade proportionally to the number of users on line? e.g. 54mbps(ideal world), 100 users =0.54mbps
