Upgrading my PC

Hi i'm looking to upgrade in order to play FFXIV when it comes out at fairly high specs.
At the monent i think i have a problem with my gfx card as when i run any game that is good graphics my pc shuts down and i notice the fan n my gfx card doesn't spin corrently.

I def need a new gfx card and perhaps a proccessor and upgrade to windows 7 and get DDR3 ram? Any advice on what exactly I should get and where I can get it?

This is my cooling system. When it come to price for the new gfx card i'm fairly flexible. Like if it's £100 and gonna do the job then fine but if it's gonna take £200 or more to get a decent one then that's fine too. I want to be able to run FF14 at high specs if possible.

have a look at anandtech bench for gpu, you can compare the card you have now against a range of cards, fps,and includes power consumption for card and system.

Asus ATI Radeon HD 5770 "CuCore" 1024MB GDDR5 PCI-Express Graphics Card

Might need a better psu but i'll see how it goes.
