jpeg quality level

Anyone tell me please where to find a description of "jpeg quality level" I think its a scale 1-10 but based on what or related to what I don't know.

Thanks for useful links but does photoshop for example actually qoute a jpeg quality scale. I am using Capture NX and others and can resize jpegs but not using a specified scale. I have seen a site which asks for image contributions to be sent to them at quality level 7 ?

In my old edition of Photoshop when you specify 'save as jpeg' you have a slider to set the quality of the file (low, med and high) and also a number, this alters the size of the file.
being a low quaility and size of file, 5 being a medium etc.
