Converting TV signals to VGA

I would like to use my monitor as a TV as there is no space for one in my room. So, what I'm looking for is something that will convert Scart and/or composite signals into VGA ones that can connect to my monitor (I use the DVI connection for my PC therefore have a free VGA socket).

I've looked around loads of shops and internet sites such as ebuyer but cannot find anything! (I don't even know what they are called which makes it even harder to search for).

Can anyone please help.

PS. I know about video capture cards but I'd rather something that didn't need the computer to be running.

Watch sort of TV signal are you picking up from? Terrestrial TV, Cable TV, Satellite TV, Freeview?

SCART or Composite so that I could connect things like freeview boxes / game consoles to it.
