wi-fi internet access - recommendations?

This is an area I really have no idea about whatsoever, so any help gratefully welcomed.

my brother is looking at getting a laptop and wants internet access. he doesn't have a landline(in rented accomodation with no line and no Sky Tv either).

Have heard about mobile internet - 3G? Is this available anywhere or just selected parts of the country?
Does anyone on these forums use it or know someone who does? Any ideas as to download speeds and price?

Yes, I use a 3G PCMCIA Type II card on the odd occasion when I travel with my laptop. It doesn't get used a great deal because of the cost of data. Vodafone and Orange offer these devices in the UK, with contract and PAYG deals. The PAYG option is slightly different to a mobile phone deal as it is not pre-paid, but billed and debited.
