You are correct with Tom Tom only having major EU roads as bought, but you can purchase individual country maps from their website.

No experience of CoPilot Live sorry.Have a look at click here in the Reviews/Labs section at their Feb 04 GPS hardware/software roundup, there's a comprehensive list and rating of a few GPS units there.
Personally I spent a long time looking at the options before deciding on Tom Tom and I have not regretted it, however I had no need for detailed maps of Europe which would cost extra.Spend some time click here and I'm sure you wil get all the info you need.
