Virgin Broadband & email services

Since December my broadband & email services have been virtually non existence. I just tested the speed, using pc advisor speed tester, and its less than 0.5 Mbps and they are charging me for 10 Mbpb!!!.

I have written a couple of complaints letters since but have no response. I am being told that there is high utilisation problem in my area which they are still fixing. One of the Virgin Customer services guy said that the reason its taking longer is "because the engineers are still on their way from Jupiter to fix the problem". Never Virgin again.
Can anyone recommend a good reliable broadband service please? Thanks
