depends what you want out of it,

its a poor cpu

dell used to be awkward to upgrade not sure these days though. [they used non standard parts and wires in the psu]

Increase your Memory and upgrade your graphics card and that's it.

As AL47 said just what do you want it to do.

Upgrading is usually fraught with 'ordinary' machines
with machines such as Dell it is best to put such thoughts behind you,
Dell in particular but other mass market machines too tend to be built as 'integrated lumps' for a particular set of functions/applications, with custom made components that are not usually interchangeable with common 'bits'

I had a dell dimension 2400 series desktop which i was able to easily upgrade with a motherboard bundle and a new graphics card. Cost me £140 for a AMD athlon X2 64 4400+ with 1024mb ram and the fan etc (standard Motherboard components).

i also bought a graphics card but you could get something more powerful for about the same price (click here). Everything fitted nicely but make sure that you sort out the data on your hard drive just in case.

Whoops meant that in total it cost me £140. The processor is 2.2GHZ by the way.
