I don't know if it's still the case but a teacher ID with a hotmail address was accepted when my brother bought it for me.

I got Office 2007, (the complete package), for £12.74 from my employer. Microsoft were/are running an offer for employees of large organisations that run Office. They call it the Microsoft Home Use Programme. I suppose it is to stop people using their employer’s official copy. As if anyone would ever do that!

I'm not a student or work for a large company, but could this offer be breaching my european human rights by not offering me a good deal instead of paying the full price!

Offers are targeted enticements and have nothing to do with all encompassing human rights. Decent food and education are human rights.

as Gandalf pointed out, you have a right to become a student. Do so and you can take up the offer!
