toucansurf problems

last october i asked for my mac code from toucan.
they offered me a discount if i stayed with them.
before i accepted i wanted to no if i was tied in they said no,they told me i could cancel at anytime.. and that i was on a rolling monthly i accepted. in feb i changed to sky.
a couple of weeks ago i get a letter from pipex who took over from toucan wanting £95 for my broadband till oct 09.
cant remember the eexact date but i contacted toucan and when they looked agreed i was on a monthly contract and i owed nothing.
now pipex are disagreeind.
ive recieved a letter threatening to cut my phone off if i dont pay.
ive phoned pipex up and its like banging your head against a brick wall.any help would be appreciated...

My understanding of Toucan is that it is/was a Virtual ISP (i.e. it used a true ISP's services) and that that particular ISP was Tiscali.

As Tiscali took over Pipex some time back it seems strange that the latter would take over Toucan.

Pipex, as I stated previously, is now under the Tiscali banner.

The billing arrangements will remain the same.

You need to ask Pipex for a MAC if you wish to switch ISPs, pointing out at the same time your contractual agreements with Toucan.
